The Finnish National Agency for Education has obtained a copying licence for centre-based and family-based early childhood education as referred to in the Act on Early Childhood Education and Care, pre-primary and basic education, and free upper secondary education in general upper secondary schools and vocational schools. The licence under the agreement with the Finnish National Agency for Education is also valid when the teaching is carried out in accordance with the curriculum at the initiative and under the guidance of the teacher in premises such as libraries or museums. The licence obtained by the Finnish National Agency for Education does not apply to schools’ club activities or after-school clubs.

The Finnish National Agency for Education has acquired our copying licence for free vocational education leading to an initial vocational qualification, and preparatory education. The education leading to an initial vocational qualification may also be carried out as apprenticeship training.
The agreement with the Finnish National Agency for Education does not apply to other vocational education, such as education leading to a further vocational qualification or specialist vocational qualification, personnel training, labour market training or other training not leading to a qualification, training or copying for which the educational institution charges a fee, or education commissioned and paid for by a third party. Education service providers need to acquire a copying licence directly from Kopiosto for such education and copying purposes. Other forms of vocational education and training, such as further vocational qualifications or specialist vocational qualifications, may also be carried out as apprenticeship training. The agreement with the Finnish National Agency for Education does not cover this type of training either.
The price of the copying licence for other vocational education and training is based on a remuneration per student year. Our remuneration per student year is determined based on the copying surveys we carry out. The remuneration for the licence is distributed to the authors and publishers of the works by us.

If students are charged a fee or other compensation for copies, the institution must obtain a separate licence. No copying fee or other compensation may be charged for copies distributed under our copying licence.

- the total amount of chargeable copying in the last year reported by the licensee to Kopiosto,
- our surveys on the amount and content of copying and
- the price per page.

Liberal adult education institutions obtain our copying licence directly from us. The Finnish Association of Adult Education Centres, Bildningsalliansen and the Finnish Folk High School Association recommend that their member institutions purchase our copying licence and have negotiated a comprehensive licence solution and a reduced price for them. Study centres, sports training centres and summer universities can obtain a similar licence for liberal adult education directly from us.
